White Certificates in Poland

Polish White Certificates – recover part of your planned investment costs

We will assess whether your upgrade qualifies for Polish White Certificates and manage the entire process—from project eligibility screening and the audit, through the application to Poland’s Energy Regulatory Office (URE), to the sale of property rights on the Polish Power Exchange (TGE).

Polish White Certificates are available only for projects that have not yet started. Project eligibility must be assessed before signing a contract with the contractor and before work begins.

WHAT YOU NEED TO KNOW FIRST

Before investing, check these 3 essential rules

Polish White Certificates can improve the financial viability of a planned upgrade. Before placing an order or starting work, check the three most important rules.

TIMING REQUIREMENT
Check eligibility first, then start the investment

The procedure must be initiated before placing an order or signing a contract with the contractor and before work begins.

WHO QUALIFIES AND WHICH INVESTMENTS

Upgrades that may qualify for Polish White Certificates

Upgrades that demonstrably reduce energy consumption are the most likely to qualify. Below are six common areas.

CNC
Industrial processes

Production lines, machinery and processes that reduce energy consumption in manufacturing.

Building energy retrofit
Buildings and building services

Building energy retrofits and upgrades to heating, ventilation, air conditioning and technical installations.

Lighting
Lighting

Replacement of luminaires and control systems in production halls, warehouses, offices and outdoor areas.

Waste heat recovery
Waste heat recovery

Using waste heat from processes, compressors, cooling and other installations.

Boiler room
Heating and cooling sources

Upgrades to boiler rooms, heat substations, chillers and heat pumps.

Variable-frequency drive
Automation and controls

Automation and monitoring that reduce energy consumption in processes, installations and buildings.

The order of steps matters

To remain eligible for Polish White Certificates, the procedure must be initiated before you make a binding commitment to the contractor and before work begins.

First assess eligibility and initiate the procedure—only then enter into a binding commitment with the contractor.

Important: Polish White Certificates are only available for projects that have not yet started

If an investment has already started, has been contracted out or has been completed, the Polish White Certificate application procedure cannot be initiated.

The correct sequence is straightforward: first have Energy Trend assess the project and initiate the procedure, then sign the contractor agreement and begin the upgrade.

You don't need completed technical documentation for the initial assessment.

The earlier you contact us—even at the initial planning stage—the easier it is to establish the correct sequence of steps and avoid unnecessary risks.

CLIENT CHALLENGES

Common challenges when obtaining Polish White Certificates

Most companies that contact us have similar questions and concerns. The challenge is usually not the investment itself but the procedural requirements, which are difficult to assess without experience.

You’re unsure whether your planned upgrade qualifies or how to check before committing funds.

You’re concerned about acting too late—starting work prematurely and losing eligibility for certificates.

You don’t have the resources to manage the audit, documentation, URE procedure and sale on TGE yourself.

You want one partner to take responsibility for the entire process instead of coordinating several providers.

You want to know in advance whether the project makes business sense—what the potential result is and what determines its value.

You’re planning several upgrades and don’t know whether multiple projects can be assessed in parallel.

Energy Trend manages the entire process—from the initial project assessment to the sale of certificates. Your team does not need to coordinate the audit, URE proceedings and sale on TGE independently.

We'll assess the project's potential and tell you what information we need for initial screening.

WHAT THE SERVICE INCLUDES

End-to-end Polish White Certificate support—from assessment to sale on TGE

We manage every stage: project eligibility assessment and audit, the proceedings before URE, certificate sales and final settlement.

01

We assess whether the project falls within the scheme and whether it makes sense to start the procedure before work begins.

Energy efficiency audit
02

We calculate the energy savings and prepare the technical basis for the subsequent procedure.

Documentation and application to URE
03

We compile the documentation, prepare the application and handle formal correspondence with URE.

Proceedings before URE
04

We manage correspondence with URE and respond to requests until the certificates are issued.

Sale of certificates on TGE
05

Once the certificates have been issued, we arrange the sale of property rights on TGE.

Settlement after a successful outcome
06

We settle our fee after the certificates are sold—in accordance with the agreed success-based model.

One partner. One process.

Energy Trend handles everything—from project eligibility assessment to certificate sales and settlement.

FINAL OUTCOME

What you receive when the process is complete

The outcome is not just an energy efficiency certificate issued under the Polish scheme, but also proceeds from the sale of property rights on TGE—in accordance with the agreed settlement model.

Example of a document confirming the outcome.

Certificate issued by URE

Confirmation of the project’s energy savings and the issuance of an energy efficiency certificate.

Proceeds from sale on TGE

After the certificate is issued, we sell the property rights on TGE, allowing the investment to recover part of its costs.

Settlement under the contract

We settle the project after the certificates have been sold, in line with the contract terms and agreed fee model.

Business outcome: partial recovery of investment costs

Energy Trend manages everything from eligibility assessment to the sale of property rights—so you don’t have to arrange the audit, documentation or URE proceedings yourself.

First, we'll estimate the project's potential and possible business benefit.

How we work together

Our process,
step by step

The process is structured and predictable. Your role is to provide information about the project and investment—Energy Trend takes care of the rest.

01
Contact and initial project assessment

You describe your planned investment. We assess whether the project may qualify for Polish White Certificates and estimate its potential business benefit.

02
Energy efficiency audit

We carry out an audit to demonstrate the expected energy savings from the upgrade. The audit is the technical basis for the entire procedure and is included in our service.

03
Preparing the application and documentation

We compile the required documents and prepare the application to Poland’s Energy Regulatory Office (URE). Your company only needs to sign the contract and the authorisation.

04
Submitting the application to URE and managing the procedure

As your authorised representative, we submit the application and manage the case before URE. We handle all formal correspondence, responses to requests and any required supplements.

05
Investment implementation by the client

At this stage—after the procedure has been initiated—your company carries out the planned upgrade in line with the agreed scope and schedule.

06
Notification of project completion

After the investment is completed, we prepare and submit a project completion notification to URE with the required as-built documentation.

07
Certificates issued by URE

Poland’s Energy Regulatory Office issues energy efficiency certificates confirming the energy savings achieved.

08
Sale of property rights on TGE and settlement

We sell the certificates on the Polish Power Exchange (TGE) at no less than the minimum price guaranteed in the contract. Settlement follows the agreed success-based fee model.

Payment on success

Success-based fees – payment on results

Energy Trend’s fee depends on the outcome—we settle our fee after completing the process and selling the certificates. We do not charge the full fee upfront, before your project generates actual proceeds.

The potential proceeds from certificate sales depend on:

The type and scope of the planned upgrade

The expected energy savings, expressed in tonnes of oil equivalent (toe)

Current prices of energy efficiency certificates on the Polish Power Exchange (TGE)

Guaranteed minimum price:
the contract specifies a guaranteed minimum selling price for the certificates, so you know from the outset the minimum price at which the property rights will be sold.

Why Energy Trend

Why businesses choose Energy Trend for Polish White Certificate support

End-to-end support—one partner

You don’t need to coordinate an auditor, a documentation provider and a TGE broker separately. Energy Trend takes responsibility for the entire process—from project eligibility assessment to money in your account.

Contractual guarantee of a minimum selling price

We agree a guaranteed minimum selling price for the certificates when you sign the contract. You know what to expect before your project gets underway.

Audit included in the service

The energy efficiency audit is an integral part of our end-to-end service—not a separately priced add-on. You won’t have to find an external auditor.

We act as your authorised representative

We manage the procedure before Poland’s Energy Regulatory Office as your authorised representative. We handle all formal correspondence with URE.

Sale on the Polish Power Exchange

We have experience selling property rights on TGE. We don’t leave clients with a certificate and no way to monetise it.

Payment on success

Our fees are linked to results. Settlement takes place after the certificates are sold, not before they are obtained.

Does my investment qualify for Polish White Certificates?

The easiest way to check is to send us a brief project description. Tell us what you intend to upgrade, the current condition of the installation or equipment, the planned changes and the stage your investment has reached. We can then make an initial assessment of whether the project is suitable for Polish White Certificates and whether further analysis would be worthwhile.

As early as possible—ideally when you have an initial concept, a supplier’s quote or a preliminary scope of work, but have not yet signed a contract with the contractor or started work. This is important because Polish White Certificates are intended for planned projects, not investments already underway.

Yes, this is a good time to get in touch. A quote, project concept or supplier estimate helps us assess the scope of the investment and its potential energy savings. Before the procedure is initiated, it is important not to sign a binding contract, place a binding order or start work.

In this situation, obtaining Polish White Certificates may no longer be possible. Contact us promptly if you’re unsure whether a document, purchase order or particular stage of work counts as the start of the investment. We’ll review the circumstances and tell you whether any options remain.

To get started, all we need is a short description: what will be replaced or upgraded, the approximate scale of the project, whether you have a contractor’s quote and when you plan to start. Full technical documentation, energy data, measurements or an equipment inventory may be needed later—you don’t need everything at the first stage.

No. If you have data from the technology supplier, equipment power ratings, energy consumption figures or operating assumptions, please send them to us. Otherwise, we’ll start with the information available and identify what additional data is needed for the next stage.

Yes. The energy efficiency audit provides the technical basis for demonstrating the energy savings of the project and forms part of our comprehensive Polish White Certificate service. You don’t need to find a separate auditor—we handle this stage as part of the entire process.

Not always. It depends on the type of investment, the data available and how the energy savings will be demonstrated. For simpler projects, technical and operating data are often sufficient. More complex projects may require additional measurements, an equipment inventory or a site visit.

We agree the terms of cooperation individually after the initial project assessment. Under our standard model, the fee is linked to the outcome and is settled after the procedure has been completed and the property rights sold. Additional costs may arise if the project requires measurements, an equipment inventory or extra on-site work.

It depends mainly on the scale of energy savings, the type of upgrade, the input data used and the price of property rights on the Polish Power Exchange (TGE). During initial screening, we can estimate the project’s potential and indicate whether the further procedure makes business sense.

We cannot guarantee the total amount recovered from an investment before completing the analysis. However, the contract may specify a minimum selling price for the property rights at which they will be sold. This gives the client certainty about the minimum sales price, while the final value depends on the project’s energy savings.

Yes. As your authorised representative, we prepare the documentation, submit the application and correspond with Poland’s Energy Regulatory Office (URE). The client’s responsibilities are to provide information, sign the required documents and carry out the investment in line with the scope defined in the procedure.

Yes. Once the energy efficiency certificates have been issued, we sell the property rights on the Polish Power Exchange (TGE). We don’t leave the client with just a document—we manage the process through to settlement of the sale.

Yes. If you are planning several upgrades, it makes sense to discuss them together. Some projects may qualify for Polish White Certificates, others may need separate analysis, while some may not generate sufficient energy savings. During the initial assessment, we help identify which projects offer the best prospects.

Yes. We can manage cases for businesses with several plants, buildings or sites. In such cases, it is important to organise the data for each location and assess whether the projects should be analysed together or separately.

The timeframe depends on the type of investment, completeness of the data, audit scope, pace of the upgrade and URE proceedings. After an initial assessment, we can provide an indicative schedule and identify the stages that will require your team’s involvement.

It depends on the type of project and the requirements of the particular case. If the energy savings must be confirmed after the investment, we include this stage in our service and explain in advance what data or documents will be needed.

Check whether your investment qualifies—before work begins

Tell us about your planned upgrade. We’ll make an initial assessment of whether the project qualifies for Polish White Certificates and what business value it could generate. You don’t need completed technical documentation—a short investment description is enough.

Remember:
the procedure must be initiated before
signing a contract with the contractor. The earlier you submit your project, the more time there is to assess it carefully.
